1.  The important issue here is how many youngster can fit on a boat.  This is a tricky problem because the answer depends on the sizes and weights of the kids, their skills levels and sailing conditions.  Generally four is a reasonable number.  The number also depends on the maximum number of teams your site can accommodate.
